ASQA's New Regulatory Assessment and Monitoring Approach Raises the Bar on Self-Assurance

ASQA has set a higher practical test for self-assurance.

The release of ASQA's new Regulatory Assessment and Monitoring Approach gives the sector a much clearer understanding of how providers will be monitored under the 2025 Standards.

The message is direct:

The lower your risk profile, the lower the regulatory burden.

The new approach confirms that ASQA will increasingly tailor its assessment and monitoring activities according to provider risk. Assessment activity may range from targeted information requests through to comprehensive performance assessments, with scope expanding as risk increases.

Some of the key themes include:

  • Risk-based regulation with assessment effort tied to provider risk
  • Greater emphasis on provider self-assurance
  • Continuous monitoring across the provider lifecycle
  • Evidence that systems are operating effectively, with policies supported by working practice
  • Strong governance, risk management and continuous improvement as central indicators of provider confidence

For RTOs, this represents an important shift.

The operating question is changing:

"Can we consistently demonstrate that our systems identify, manage and improve quality before ASQA needs to ask?"
